Administer all aspects of Public Works construction contracts and Personal and Professional Service Agreements.  Duties include ensuring strict adherence to all applicable Federal and State statutes and codes; internal Port policy and guidelines; and the requirements of the project as they apply to Public Works bidding and contracting; as well as to the hiring of personal and professional services in the State of Washington.  Knowledge, familiarity, and experience in Public Works bidding, construction insurance, construction bonding, the Washington State Standard Specifications, the Revised Code of Washington, and the Washington Administrative Code are required.  This position works in daily collaboration with the Facilities Division and provides supporting contractual expertise to the other Port Divisions.

The preferred candidate will: • Have, at a minimum, a two-year Associates Degree in accounting, paralegal, records management, or the equivalent with 5 years’ experience in contract administration or similar. • Be extremely proficient with Microsoft Office software, including the advanced use of Word and Excel. • Demonstrate a strong work ethic and the ability to work independently. • Be customer service oriented toward internal Port users; and represent the Port of Bellingham well externally to the contracting and consulting communities. • Familiarity and/or experience with the LaserFiche Enterprise Content Management System, or an equivalent system, and/or experience in the digitization of public records and public documentation processes is preferred.
