It could take two years or more to get all permits for a proposed oil refinery at Port of Longview, and at least one port commissioner is concerned that’s too long.
The agency that regulates energy projects, Energy Facility Site Evaluation Council (EFSEC), has at least a 12- to-14 month timeline for evaluating energy projects before presenting the proposal to the governor for approval, denial or additional evaluation. And the process could take more time.
