Washington State Ports Marine Terminal AKART

The Washington Public Ports Association (“Washington Ports”) is currently requesting proposals related to a study to provide clear approaches and presumptive guidance that ports and terminal operators may rely on for compliance with the Industrial Stormwater General Permit. The specific services, deliverables and timelines are outlined in the attached document entitled “Scope of Work for Washington Ports Marine Terminal AKART.”

The purpose of this solicitation is to inform our list of qualified consultants who may meet the requirements for providing consulting services. The scope of work shall be issued under a basic professional services contract. Prior to execution of a scope of work, Washington Ports and the consulting firm(s) shall agree upon the scope and price to perform the services. Tasks shall be on a “firm price fixed” basis. Responses should address the following evaluation criteria:

• Experience of key personnel to be assigned to the contract.

• Firm’s proven ability to provide innovative, cost-effective solutions.

• Firm’s proven track record of quality performance and performance schedules.

• Firm’s responsiveness and capacity to perform.

• References who can validate performance, including schedule and cost performance.

A candidates’ proposal should include a cover letter clearly identifying the firm’s specific areas of expertise. Proposals containing pertinent data to assist the selection committee in evaluating the firm’s qualifications must not exceed a total of twelve (12) single-sided pages.

Washington Ports representatives will evaluate the proposals based on the criteria listed above. Final selection will be based on the evaluation of the proposals, unless the organization decides to conduct interviews of closely scored proposals.
