How to give public comment or public testimony at Commission Meetings:

November 19, 2024, Commission REGULAR Meeting

The Port of Seattle Commission will convene a Regular Meeting on Tuesday, November 19, 2024. An Executive Session may convene at 10:30 a.m., followed by the reconvening of public session at 12 p.m.

The meeting will be held in person at the Seattle-Tacoma International Airport Conference Center, International Room, Mezzanine level.

Sustainable Airport Master Plan (SAMP)

Public Comment Open from October 21 to December 13, 2024

Our federal partners at the FAA have extended the Agency and Public comment period to Friday, December 13, 2024. 

The Port of Seattle has released the draft National Environmental Policy Act (NEPA) Environmental Assessment (EA) for SEA Airport’s Sustainable Airport Master Plan (SAMP). The public is invited to learn more about the project which serves as a blueprint for future development and participate in the public comment process now through December 13.

Visit the SAMP website to learn more about the plan, the proposed Near-Term Projects (NTPs), the NEPA process, and how to participate. Public comments can be submitted online, by email, by regular mail, or in person at one of the four public meetings.

Public meeting dates:

  • November 12 (Tuesday) — 6 to 8 p.m. — Wildwood Elementary School (Federal Way)

  • November 13 (Wednesday) — 6 to 8 p.m. — Mount Rainier High School (Des Moines)

  • November 14 (Thursday) — 6 to 8 p.m. — Highline High School (Burien)

  • November 16 (Saturday) — 10 a.m. to 12 p.m. — McMicken Heights Elementary School (SeaTac)

What is SEPA?

The Washington State Environmental Policy Act (SEPA) provides a way to identify possible environmental impacts that may result from governmental decisions. These decisions may be related to issuing permits for private projects, constructing public facilities, or adopting regulations, policies or plans. Information provided during the SEPA review process helps agency decision-makers, applicants, and the public understand how a proposal will affect the environment. This information can be used to change a proposal to reduce likely impacts. For more information about the SEPA process, visit the Washington State Department of Ecology.

What is NEPA?

The National Environmental Policy Act (NEPA) was enacted by Congress in December of 1969, and signed into law by President Nixon on January 1, 1970. Federal agencies must comply with the NEPA process, which examines the environmental impact of projects resulting from government decisions. The Port of Seattle works with Federal Aviation Administration and Environmental Protection Agency surrounding NEPA decisions. 2024-03 Sea-Tac Airport (SEA) — S Concourse Evolution (SCE) Project

The public and agency comment period concluded on September 20, 2024, and the Final Determination of Non-Significance was released on Monday, September 30, 2024. Please refer any questions relating to this determination or to the proposed action to the Port of Seattle, not the Washington Public Ports Association (WPPA).

The Port of Seattle has launched a temporary public procurement website and will begin posting solicitations on Monday, October 21, 2024. Vendor Payments for Contractors, Suppliers, Vendors, Community Organizations, and Consultants

The Port of Seattle continues to experience an IT systems outage impacting our ability to process payments on approved invoices under normal operations. Although we have issued payments on approved invoices since the outage, our team is diligently working through a backlog. We continue to encourage our vendors, contractors, community organizations, and consultants to submit new invoices through the normal process. We value your partnership and appreciate your patience during this time.

Filing a Title VI Complaint

Any person who believes he, she, or they has been subjected to discrimination on the basis of race, creed, color, gender, or national origin in any program or activity administered by the Port of Seattle has the right to file a complaint with the Port of Seattle. Complaints must be filed within one hundred eighty (180) days following the date of the alleged discriminatory occurrence, must be filed using this form, and must be delivered to the Office of Equity, Diversity, and Inclusion, Title VI Coordinator, P.O. Box 1209, Seattle, WA 98111 or via email at TitleSixCoordinator@PortSeattle.org. If a complaint is initially made by phone, it must be supplemented with this Complaint Form within 180 days after the discriminatory event. This is not intended to deny or limit the right of a complainant to file a complaint with an outside agency, such as the U.S. Department of Transportation nor Federal Aviation Administration (FAA), or to seek private legal counsel regarding discrimination.

Community Engagement

Highline Forum

The Highline Forum provides Southwest King County municipalities, educational governing bodies, and the Port of Seattle the opportunity to share information, interact with outside speakers and other governmental organizations, and work in partnership on initiatives that benefit the residents of Southwest King County. The Forum meets every other month beginning in January. The documents for the meeting scheduled for November 20, 2024, are provided below.

SEA Stakeholder Advisory Round Table (StART)

StART provides the Port of Seattle with a dedicated forum intended specifically for discussing and tackling airport and aviation industry concerns from Highline Forum-member cities and their residents. With the Port, the FAA, the primary air carriers, and the airport’s neighboring cities all represented around the table, StART brings together all the relevant parties with a common purpose to share information, collaborate, and achieve results.
