Updates to the OPMA and in-person meeting guidance from Gov. Inslee
In the wake of the recent wildfires and related disruptions, the Governor’s Office has issued updated guidance on the Open Public Meetings Act to those local governments affected by the wildfires and the subsequent damage to critical systems like electricity and telecommunications. This proclamation is in effect until October 1st, when all the current waivers are set to expire. We will update the ports community if legislative leadership should expand these waivers beyond October 1st.
In the press release, the Governor’s Office stated, “This proclamation makes an exception to the general ban on in-person meetings in areas of the state that are unable to convene remote meetings because wildfires have significantly degraded telecommunications.
In-person meetings are limited to the number of people permitted to gather in the county in which the meeting will take place. Other requirements apply, including maintaining six feet of distance between attendees, wearing face coverings, and ratifying any action taken at the next regularly scheduled meeting.
This proclamation remains in effect until power is returned in the area or October 1, whichever occurs sooner.”
The Governor’s Office also updated guidance related to large gatherings, such as in-person meetings at hotels or other venues. These gatherings of up to 250 people must still be in accordance with the Safe Start phased approach plan the Governor laid out back in May.
